    Not subject to vote or mandate.  Not limited to one or another religious creed or political philosophy.
  • FOOTINGS = Immutable Fundamental Rights
    Applicable to all mankind, unchanging.  Rights that can be simultaneously claimed by all citizens without infringing on the rights of others.
    (amendment would require 98% vote)
  • FOUNDATION = Principles of Law and Government
    Applicable to all mankind, unchanging.
    (amendment would require 80% vote)
  • FLOOR = Citizenship Compact
    Community specific, agreed-upon restrictions.
    (amendment would require 3/4 vote)
  • WALLS, ROOF = Constitution
    Specifies form and function of a government.
    (amendment would require 2/3 vote)
  • DECOR = Detailed Law
    Specific laws relevant to day-to-day functioning of society.
    (enacted in individual legislatures, simple majority adequate in most cases)
  • OCCUPANTS = Members of Society
    Varying privileges for citizenship, residency, visitors
    (conditions for joining/leaving determined by each community)
  • ARCHITECT PAPERS = Founders Detail Their Intent
    Intentional elaboration by founders who set forth fundamental rights, principles, parameters of ideal government for reference by future generations.
