Lloyd,
Our strategy will unfold as we progress on the tasks at hand. Most of what we do at this point will
be via the Internet for the simple fact that we are all over the planet and the Internet enables us
to gather virtually at our own convenience. At some point, when we are ready to put the final
touches on each document, I suppose an actual physical convention would be appropriate.
The hammering out of the details of these documents is the primary task of RSICC. Everything else is
auxiliary to this. We need to begin by addressing the most obvious omissions and areas that need to
be changed or where controversy exists. Then we can work toward fine tuning areas where only minor
changes need to be made.
I do not mean that non RSICC individuals are excluded from this task, for obviously that is absurd.
Much of the best work in developing this may come from without this organization. I just mean that
as an organization, this task is our primary focus, and part of our task will be to pull from the
best thinking and thinkers of the world on this subject.
Joel has an individual who he is going to approach about being a historian in this project, to pull
together the most cogent arguments that can then be revised and compiled into a commentary on the
documents once they are completed and ready for ratification.
One of the first things I'm going to do is pull together a ballot for each of these documents
whereby we can vote on the documents as they are and identify where the problem points may be, so we
can start focusing on those.

Are there any plans yet as to how the complete building of the ideal
government will take place and when? Will this all happen online through
postings and debates followed by votes? Will there be a so called
Constitutional Convention so to speak? Are you that far yet? I am curious,
because I would like to be involved with this. So as you asked, yes I would
like to assist with this aspect of the Congress.
My question I guess is how and do we know a time frame yet?
Thanks very much for your work Sterling and Joel. Not to neglect your Wife
and Mother-in-law Sterling. :)

Joel Skousen, Susan Carter, Cheri (my wife and Susan's daughter) and I met
together yesterday for several hours and came up with a preliminary strategy
as to how to implement an ideal government to protect freedom for all
mankind.
