General Info

  • Who may vote? RSICC guild members and nominees who have accepted their nomination.
  • Votes may be changed within the voting period. [ref.]
  • Vote duration 24 hours unless specified, such as over a week-end [ref.]
  • Couples: one vote each (if the spouse is also a member of the guild). [ref]
  • Ties shall be broken by the current facilitator. [ref.]
  • Any member of the guild may create a ballot
    • In general, each ballot submitted will be reviewed by the facilitators prior to being forwarded to the guild for a vote.
    • The facilitators may approve, reject, amend, or return the ballot to the author for revision prior to submitting it to the guild for a vote.
    • If a guild member feels their ballot is being unfairly rejected or amended, they may appeal this to the facilitators. If the facilitators do not accept the appeal, the guild member may circumvent the facilitators by sending the ballot directly to the members of the guild.
    • In the case of a time-sensitive vote, any guild member may compose and send a ballot directly to the members of the guild.
    • Any vote that circumvents the facilitators will require at least as 3/4 margin or greater to pass.
    • Any vote that circumvents the facilitators will require at least a 48 hour time period for consideration (96 hours when spanning a weekend).

 

Mandatory Votes

Issues may arise that will be deemed of such importance that all guild members will be required to vote on them in order to maintain their standing as a guild member.

"Mandatory" means "required."  Neglecting participation in even one such vote would warrant removal from the guild.  That is why such votes would be rare, and only for the case of mission-altering situations so that the member can determine whether they want to continue with the guild or not.

Before such a vote is called, it must be approved by a vote sent to all guild members and pass by a margin greater than 3/4.

This pre-vote should last for 48 hours

When a mandatory vote is called, presuming operational status of current communications systems, the duration of the vote will be determined in a case-by-case basis at the time of preliminary voting, but will likely run for at least two weeks.

Because some guild members are often on the road with speaking responsibilities or other matters, they should stay in touch (e.g. leaving contact information) with another guild member of their choosing to be apprised of any mandatory votes that arise.

Mandatory votes will be required for

  • Substantial changes to the mission statement
  • Fundamental structure change of organization
  • Fundamental policy changes

 

Ballot Protocol

  • All votes cast, that are not silent ballots, shall be sent to vote@remnantsaints.com where they are
    • (1) saved to a file on the server which can be archived every so often for back-up copy purposes and
    • (2) forwarded to rs_vote@yahoogroups.com where they are then
  • Every vote tally shall be reviewed by at least two individuals. One presents a tally, and the other verifies the tally. If there is a discrepancy, the source of the discrepancy shall be determined, and an accurate tally presented.
  • Votes pertaining to personnel shall always be done by secret ballot.
  • Anyone serving as a vote counter may either tally the votes or confirm the tally done by another vote counter.
  • The reporting of the votes to the guild may be done by anyone serving as a vote counter (still will require approval by the rs_admin moderator(s).
  • Each ballot (except secret ballots) shall contain the following information:

Recommendations for Vote Counters

This is how I handle the votes as they come in.  Some of these tips might help you handle the messages in an organized way.

  1. I send a confirmation message to the sender [only one of us needs to do this]
  2. I create a folder in my email program with a brief name for a particular vote.  These folders are located within a folder called "voting" in a folder for guild messages.
  3. As the votes come in, I file them in that folder.  In this same folder, I also file the vote announcement message as well as the preliminary drafts and follow-up announcement of the vote results.
  4. To tally the votes, I print out a copy of the ballot, draw sufficient vertical lines on the page for the number of voters who have responded, and draw horizontal lines between the vote options, and then one by one write in the person's name, and then place check marks next to the respective votes.
  5. When a vote is complete, I record it at the website, and I move the folder into another folder called "archive" within the "voting" folder.
