All votes cast by RSICC members henceforth should be publicly accessible except for personnel votes
and any votes that the guild deems should be private, as agreed by a vote to have them be private,
which preliminary vote shall be public.

All private votes shall be by secret ballot.

The secret ballot votes shall preferably be run through a cloaking service such as YahooGroups
polls, but may also include an email option for those who do not have access to the cloaking
service. The vote counting committee will tally these in private.

If a vote counting committee members violates the privacy of a secret ballot vote, they shall be
removed from the committee and possibly from the guild, depending on the severity of the breach, and
depending on a vote from the guild.

The settings for the list, rs_vote, hosted at YahooGroups.com, which has been the instrument for
vote tallying up to this point since November 23, 2001, shall remain closed to the public because
some members and former members may resent having their votes which they thought they were casting
in private being made now publicly available.

Individuals in RSICC can opt to have all of their past votes made public, which fit the above
criterion.
